A room over a garage sits on top of a space that's barely heated in winter and stuffy in summer. The garage ceiling is that room's floor, and it's easy for it to end up with gaps or thin insulation. Garage air under the floor is what you're feeling
Most rooms have heated space on at least one side. A room over a garage has unheated garage below, the attic above, and often outside walls on two or three sides. The floor is often its biggest cold surface. Heat leaves through it in winter and comes up through it in summer.
Air leaks make it worse. Gaps in the garage ceiling let garage air move into the floor space under the room, bringing the cold or the heat with it.
